COVID-19 Update 


Parks and Recreation update on Executive Order 20-99

On Dec. 16, Gov. Tim Walz extended the pause of certain activities to slow the spread of COVID-19. The pause has the most impact on parks and recreation facilities and programs. The city will continue sending announcements and changes to all current city services, meetings and operations if/when they are deemed necessary. HealthEast Sports Center Building

HealthEast Sports Center (HSC) is closed to walk-in traffic.

Outdoor Refrigerated Rink
The outdoor rink is closed for the season.

Open Programs and Athletics
Open Programs: HSC is open to very limited programming following Executive Order 20-103, size limits, and COVID-19 precautions. Open walk/run takes place Mondays, Wednesdays and Fridays from 7 a.m. to noon; and Tuesdays and Thursdays from noon to 3 p.m.

Per Executive Order 20-103, face coverings MUST be worn by all persons at all times. Please maintain 12-foot physical distance from non-household members. Participants must check in at the front desk prior to entering the field house. Walking/running is the only activity allowed during this time. Playing with children and other training activities are not currently allowed.

Hockey Live-streaming: Live-stream is up and running! Youth and high school hockey games in the east and west rinks at HealthEast Sports Center (HSC) will be live-streamed via MNHockey.TV, whenever possible. Find more information on the Ice Arenas page.

Madison's Place Playground
Madison's Place Playground remains open, however, the city does not have the resources to sanitize the playgrounds and park amenities. The city discourages the public from using park amenities such as playgrounds, benches and picnic tables. 


HealthEast Sports Center (HSC) is one of the largest multiuse sports centers in the state. HSC serves the community and region with high-quality indoor and outdoor facilities, including a 90,000-square-foot indoor field house, two indoor ice arenas, an outdoor refrigerated recreational ice skating rink, 36 outdoor athletic fields and a splash pad water feature. It is home to three local high school hockey teams and Madison’s Place, the Twin Cities East Metro’s first completely handicapped-accessible inclusive playground.
