Beginning in 2010, the City of Woodbury became a direct grantee of Community Development Block Grant (CDBG) funds via the U.S. Department of Housing and Urban Development (HUD). Concurrently, the city became a direct grantee of HOME Investment Partnerships Program (HOME) funds as a member of the Dakota County HOME Consortium.
The city’s use of CDBG and HOME funds are guided by Woodbury’s 2015-2019 Consolidated Plan with specific objectives and goals enumerated within an Annual Action Plan.
The City of Woodbury has met its timely expenditures tests for both programs and met the program criteria and objectives. The following Consolidated Annual Performance and Evaluation Report (CAPER) is an analysis of how the funds were used between July 1, 2018 and June 30, 2019. This time period is known as Program Year 2018. The 2018 CAPER outlines the city’s progress toward meeting the goals established in the 2015-2019 Consolidated Plan.

The 2019 CAPER evaluates how federal CDBG and HOME dollars were invested during Program Year 2019 (July 1, 2019 to June 30, 2020). The City Council approved the 2019 CAPER as part of its September 9, 2020 City Council Meeting and the document has been submitted to HUD.”
